This particular device is a collaboration between Matra and Taiwan's E-Ton when I first saw it I though "now there's a particularly silly name that I really must share" I mean really Emo? does this electric scooter/moped have an odd fringe with a red bit in it? Is it morose or spend a lot of time wearing black and crying? No... presumably not and I can only assume that the e-MO moniker is something to do with electronic Motion...
The more I thought about it the more sense it makes. This is a bike with a low top speed of 45kph and a range of just 40 odd kilometers... However, it weighs in at just 49kg with the battery onboard. So picture this... you live in an apartment in the central business district of a large busy city, you live close to work (a majority of this demographic only travel around 5km round trip each day), traffic is diabolical and crawling plus you don't have carparking...
Surely a lightweight, easy to handle machine that is essentially free to use (charge it once or twice a week and that's it!) begins to make sense... essentially a bike you don't have to pedal with the handling and stopping prowess of a good quality scooter. Not to mention that many large European cities (Paris comes to mind) offer subsidies for the purchase of electric vehicles and the price is reasonable to start with... I think I am slowly coming around to this electricity stuff!
